Health Policy Analyst
Mathematica Policy Research is a nationally recognized, nonpartisan firm that conducts social policy research on health, education, family support, employment, disability, and international development. We are inviting health policy analysts to join us in conducting studies on domestic health policy. Our current work includes a wide range of policy topics in health care service delivery and financing, quality measures, and health systems change. Example projects include:
evaluating the implementation of Medicaid innovation initiatives aimed at improving service quality, improving health outcomes, and reducing costs
studying the effects of multipayer delivery system innovations on health care access, quality, and costs
designing and implementing cutting-edge methods to measure service utilization and quality of care in support of value-based payment reforms
assessing the quality of care in publicly sponsored insurance programs like Medicaid and Medicare
designing efficient and effective payment models and delivery systems to meet diverse needs
As a health policy analyst, you would join our staff of over 400 health research professionals. Many of these professionals have doctoral or master's degrees and years of substantive experience in public policy, behavioral and social sciences, economics, and public health. Health policy analysts work on several projects at a time and are matched to projects that suit their interests and skills, and offer opportunities for professional growth. They participate in key project activities, which vary by project and may include:
Assisting with quantitative analyses using large databases to determine program outcomes or to conduct policy simulationsDeveloping specifications, user manuals, and other documentations for reporting systems and analytic tools
Conducting interviews or site visits to assess the implementations and costs of state, federal, and local health care programs
Assisting with qualitative analyses based on interviews, site visits, or other qualitative data collections
Providing technical assistance to state and federal health agencies or health care providers (for example, by designing webinars or responding to helpdesk questions)
Reviewing the literature on current health policy topics
Writing client memos, issue briefs, chapters of analytic reports, and proposals for new projects
Tracking the financial progress of projects using Excel, preparing reports for monthly project reviews, and assisting with budget revisions and contract proposals
Position Requirements
Qualifications:
Master's degree in public policy, economics, statistics, public health, a social science, or a related field, or equivalent experience in a clinical research field
Strong analytic skills, including knowledge of quantitative and/or qualitative research methods
Ability to think critically
Excellent oral and written communication skills; ability to write clear and concise technical memos and documents
Ability to complete tasks on tight deadlines without compromising quality
Work experience with a state or federal government, a foundation, a policy research organization, or a health care program is desirable
While we invite candidates with a range of health policy experience to apply, some of our projects are well suited for applicants with a working knowledge of current health policy issues relevant to Medicaid, including one or more of the following areas: expansions in Affordable Care Act coverage, Medicaid-Medicare dual eligibles, long-term care services and supports, behavioral health, managed care and other alternative payment models. Candidates that have experience in a state Medicaid agency, or working directly with state Medicaid agencies (EQRO, Claims Processor, Fiscal Agent, etc.) or have other experience working directly with Medicaid claims and/or eligibility data are also especially encouraged to apply.
